		<description>It&#039;s really hard to stomach.  One of the Report&#039;s authors has said canceling the permit system is an error.  Asked about this, Brough stayed with the message of &quot;protecting women and children&quot;.  

I&#039;d need a lawyer (maybe) to parse what leasing land for five years under &quot;just terms&quot; means exactly, though I gather it&#039;s a reference to the conditions under which the Govt can constitutionally seize land/property.  But I wonder if any determination of &quot;just terms&quot; would or not include an assessment of potential profits from resource extraction, eg, uranium - which I hear is about to be a booming industry, for saving the planet of course, just as paramilitary occupations are for saving children ...</description>

I haven&#039;t been able to stomach the glut of politicalspeak about it for the past day or so,  and so I don&#039;t have a proper grip on the questions of land and property rights etc. My only thing to add at the moment is that the canceling of the permit system, which seems to be what&#039;s happening, is a serious incursion (and I&#039;ve heard some concerns about mining companies gaining access which are likely well founded) not least because it counters the supposed thrust of the plan of producing a community which protects its own (kids): without a permit system, where does the right to exclude those seeking &#039;access&#039; to children?</description>

Yet much of the sex abuse, so it would seem, is perpetrated by non-indigenous people who come into these communities from elsewhere. How is a ban on alcohol going to stop this? And is there not a risk that such a ban might be taken advantage of by precisely those who seek access to indigenous children?</description>
